I've been trying to capture a family of turtles sitting on a log just down the road from me. Every time I get close they dive off the log into the water. I did manage to capture this one before he went for a swim.

They can hold their breath under water when active for about an hour if really frightened but your photo subjects will most likely re-surface in 15 minutes or less and climb back up on the log to get that much needed sun. Bring a comfortable chair, set up a tripod and wait them out. If you have zoom capability get further away. No sudden movements, that is what triggers the flight to the water.
